Rules and Regulations

This briefing document summarizes the key rules, regulations, and policies for users of the Central Library.

I. Membership and Access

  • Membership: All "students, faculties and staff members are the members of the Central Library."
  • Operating Hours: The library operates "from 9:00 am to 4:00 pm on all the working days."
  • Entry Requirements: Users must "scan their ID Card in the automatic gate register kept in the entrance of the library" for entry.
  • Personal Belongings: "The personal belongings (notebooks, textbooks, water bottles, bags etc.) should be kept in the property counter" before entering the main library area.
  • Identity Card Usage: Books can only be used "on the production of college identity card."

II. Borrowing Policies and Loan Periods

  • Open Access System: The library employs an "Open access system," allowing users "to browse any collections and choose the books of their choice either for reading in the library or for home lending."
  • Loan Limits by User Type:
    • Undergraduate (UG) students: "two books at a time."
    • Postgraduate (PG) students: "3 Books."
    • Ph.D. scholars: "5 books."
    • Faculties/Staff: "upto 10 books at a time."
  • Loan Period: Books are issued for "a period of two weeks, which can be renewed for another 2 weeks."
  • Librarian Discretion: "The librarian has the discretion to ask the readers return the books, which are in demand."
  • Return Deadline: All borrowed books must be returned "at the end of every even semester examination."
  • Periodicals: "Periodicals can be borrowed, but not the latest volumes."
  • Non-Lendable Materials: Specific materials are "meant for only reference in the library premises, and not meant for home lending." These include: "Question bank collection, dissertations, reference books, newspapers etc."

III. Conduct and Usage Regulations

  • Silence: "Silence is to be maintained in the reading hall."
  • Care of Materials: "The magazines, newspapers and books in the library should be used with care. No underlining or marking is permitted."
  • Computer/Net Connection Use:Users wishing to use "computers /net connection available in the library" must "enter the required particulars in the separate register kept for the purpose."
  • The internet connection in the Digital Library and MVMLIBNET "should be utilized only for academic and research work, not definitely for personal use."

IV. Fines and Damages

  • Damaged Books: "If the books are found to be returned by the users in damaged condition, fine will be collected from them."
  • Lost Books: If books are lost, users "have to pay three times of cost of the books as fine if they are not able to replace the lost book."

V. Clearance Procedures

  • "No Dues" Requirement: "The students and faculty members should get ‘No Dues’ from the library, when leaving the college."
